The disturbing thing about blind people is that they aren't usually the stereotypical "white eye blind" type, but the "cross eyed blind" type, or the "empty sockets blind" type. Blind people, especially in the teen category, very rarely have cataracts by that point. So my guess is the "blind encouraged to apply" is just for temporary virtue signal points, but they know deep down they don't want one and are going to go with a non-blind person instead.
Having an actual blind person would be a mistake, how would they convincingly do any stunts? Toph has literal superpowers that allow her to somewhat circumvent her blindness, a real person would just look awkward doing stunts as they could never be as confident in their moves. Maybe someone could do it, but I doubt it
