Her anger doesn't come off as impressive or motivated. She shouts and rants, but it's empty. She's like a middle school bully, a child trying to project power. This would be fine if the character was supposed to be kind of laughable, but she's framed as this huge threat. Obi-Wan flees from her, she manages to repeatedly outsmart him, and all of the ways she's shot are meant to show what an incredibly dangerous character she is. For example, that lengthy scene of her leaping across rooftops literally shows us she'll go to great lengths to catch her prey... yet when she opens her mouth, she doesn't come across as a relentless predator. She comes off as weak. Again, this isn't a clever, intentional contrast showing her as a deeply vulnerable person trying to play the part of monster, we see her murder and torture with no remorse. The actress is simply doing a poor job at playing a brutal fanatic. Not everyone is qualified for that kind of part.
Contrast her with Giancarlo Esposito in the Mandalorian. Every choice he makes with Moff Gideon enhances his menace. We see him intimidate and mock, barely concealing his sadistic glee at the turmoil of his foes. Gideon is the polar opposite of Reva, because his big moments are so rare we can truly believe that he's in charge of a scene, that he's someone to take seriously as a danger to our heroes. Reva is just some bully in a fancy outfiit.
