It looked like every hero came from some perfect super advanced scifi civilization that had maybe a single criminal living there. There was barely any noticeable difference between Krypton, Thanagar, Themyscera, Gorilla City, or that tiny planet Atom went to a lot.

The were always on par with modern technologies, It's just that they have weirder shit than we do. Instead of tanks they have leviathans, their submarines are powered my magic, since they can't have gunpowder they have laser guns that hit just the same.
There is not way you can consider a country with an massive artificial enviroment, lazer weapons and generic sci fi clothes on par with modern technologies, every invention they had was far beyond humans capabilities specially at the 1940s rather than alternate inventions
They had A: magic and B:A weightless environment. Get those two thing and big shot lies lasers and domes are easy. The live-action movies don't count as a good point of reference because it mostly just spectacle shit

During the Golden Age, Atlantis was an advanced... dead dead DEAD civilization. Paradise Island beat it to the "advanced and alive" punch.
It seemed fine in Golden Age Superman books.

It was also fine in the early Golden Age Batman books, it was undeniably highly advanced there as well developing futuristic technology thousands of years ago and used it to isolate itself from the rest of the world which is very similar to the Aquaman movie Atlantis that also developed futuristic technology in ancient times which caused them to separate themselves from the rest of mankind

I think you can have your cake and eat it if their technology is a less advanced version of what the New God's have so they are still extremely high tech but still retain the quasi-greek aesthetic
I think it doesn't need to be shown as visibly high tech. As if they weren't technologically advanced but suddenly they will whip up an invisible jet and talk with telephatic radios. Make it seem more like they don't have to explain shit.
