I'd base primarily on his appearances in the 1980's GLC run and his relationship with Katma, with some elements of his backstory from the DCAU being added. Depending on whether we want to adhere closer the the comics or DCAU canon she either dies(comics) or they just break up(DCAU).

This might be a bit harder, HTH is mostly episodic. But you pretty much have to have the scene where Hal gets told off by a poor black man who accuses him of caring more about aliens, and the Speedy does drugs plots. Honestly I don't think an HTH movie would be a very good idea to begin with.
