That was Dark Avengers. Thunderbolts debuted in the 90's and featured seemingly all-new original heroes. I think they'd even guest-starred in Hulk before they got their own comic, so it just seemed like a new team. Then at the end of the first issue of their own comic it was revealed that the entire team was actually the Masters of Evil in disguise.
I don't want USAgent to be a villian. He is the only new interesting character I liked after endgame. But most likely he will become bad and act like someone from irl politics.
I mean, instead of enacting revenge on those who "ruined" his carrer and killed his partner he choose to save lives so it seemed like he was on the path to becoming an anti-hero at worst but after Wanda went off the deep end anything is possible I guess.
Abomination + U.S.Agent + Black-widow is already a great line-up. Not that hyped for Ghost , Zemo or even taskmistress.
The team need a tech/magic character and at least 1 full-on vilain barely pretending to fit-in.

The MCU Ivan Vanko Whiplash blew himself up at the end of Iron Man 2. Agents of SHIELD had a version of Mark Scarlotti, the original comic Whiplash, AKA Blacklash. If they ignore Agents of SHIELD, villains like Whiplash, Graviton, Blizzard and Absorbing Man are all back on the table as possibilities for the future.
Zemo wants to just get rid of all the supers outright at this point. He's not really that villainous. Too much has changed between the MCU Zemo and Comics Zemo tbh
Zemo would (and maybe will) fill the 'scheme' type character slot, you need one naratively
But i dont know why any Para-governement entity would put him in a team, as he has no tech skills, barely any high-tier battle ability and you cant put his strategic mind at use since any leadership position is a no-no.
They should put an iron-character and the Punisher in as a wildcard, just because its a known street-level character people actually recognise. The likely line-up we have is too reliant on people having watched everything including T.V shows and the Phase 0 Hulk movie.
You can't do the twist but at least have the characters be lead by a character with villainous intentions and then have some if them actually want to or try to be heroic.
