The real dumbass move was not expecting either Aang or Iroh to try and intercept him and bring along Azula. Because I pretty sure neither Iroh or a non-AS Aang could have handled to lightning generators during Sozin's Comet.
Also, comforting Azula by bringing her along with him would have stopped her mental down and prevented Zuko from having a legit way to take the throne. Not to mention Zuko and Katara probably get captured by the intact palace defenses considering a broken Azula isn't there to banish them.

Ozai afaik had no experience as a general or military leader. He was at best a pretty good bender, and he did have a state to run. Also, by the time he knew Aang was still alive despite what his kids had told him, he had defeated what looked like their best chance to depose him during the Day of the Black Sun. After that, he was pretty sure he had won, or that Aang wasn't going to be a real threat again for at least a few more years. And given Aang's original plan was to wait out Sozin's comet, he's entirely in the right to do so.
