They’re different kinds of stories and Tolkien didn’t want to write a books worth about tax policies and the secret nuances of the orcs, so instead he created THE fantasy books that have proved nearly unanimously popular for 90 years

    It doesn't matter what his tax policy is because he's not an actual king of an actual land. It's a story. The characters, their actions and outcomes, and the narrative have a symbolic value beyond their literal real world simulation.
