I have to agree. I'm against registration acts, but there really should be something in place that prevents kids from being heroes without at least having an adult hero to back them up, or being part of a school system like Avengers Academy.
It is possible to make an argument that kid heroes will go out there regardless of what the law says, but it would be really hard to make an argument that the law itself is wrong.
