From a creative writing standpoint: young Darth Vader needs to be in the film. The originals already established his birth-name: box-ticked.
He can't be involved in live-action combat scenes at his age, but the character is also established as 'the best pilot in the galaxy' in memory: box-ticked.
He now needs to be on the path to Jedi training, and this needs to run concurrently with the main story, because unless an exceptional male child-actor is found they can't carry the film, but also mustn't be sidelined: he needs to be responsible for beats that move the main story forwards. The pod-race and space battle were among the first concepts: box-ticked.
The problem now is he now needs a reason to *leave* his home. The Jedi are already on a critically important mission for the Republic; Obi-Wan plays the foil that questions this action, so that needs to be addressed and yet also repeated by someone else once the mission is complete and the Queen is safely on Coruscant. So there needs to be a dispute, but not one that undermines Qui-Gonn's decision to take Anakin.

The problem is establishing that the jedi take kids that are like 8 years old into thier training.
When they did it with Anakin, that was a super rare exception that they all said would be a huge gamble.
The whole point is that they only take in children that have no emotional bonds to families because the jedi are about not having emotional bonds since they can lead to corruption by the dark side.
Having the kids be 8 years old ruins the entire story and conception of the Jedi Order.
This idea is even established in ESB; the old jedi order intentionally didn't train people who had emotional connections.
In TCW this is shown by the jedi going to planets and asking the parents.
If yes? They become jedi. If no, then they just grow up like normal kids, since without training, you cannot be a decent force user.
I'm pretty sure they did mention how she was taken at a much older age in one of the first two episodes, but you have to remember, this is a prequel set a couple hundred years before PM during the 'High Republic' which is supposedly the most peaceful time in the galaxy.
