Daffy is much funnier.
While I like both, I’ve got to give the edge to Daffy, just because I’ve always like Looney Tunes way more than Disney, which always felt watered down to me.
That said, Scrooge McDuck voiced by Alan Young mogs them both.
Donald is more entertaining overall as he isn't just a gag character like Daffy is.
Donald has a more complex personality, plus more interesting character interactions with the other characters around him. Plus the dynamic of him usually causing his own missfortune due to his own arrogance, short sightedness or tendency to anger quickly is more amusing than Daffy's shenanigans which typically is usually something that occurs with him trying to one up Buggs.
Thus overall, Donald > Daffy
