They in fact did use a lot of cartoon inspired effects. For instance normally in CG in movement, they just add motion blur, but in The Mask, they added smearing to the actual models like 2D animation uses, to give it a more cartoony looking since it was meant to be conjured up by the Mask and he was basically creating real life cartoon elements.
I’d like to see them make a sequel called Return of The Mask and completely ignore Son of The Mask. Make it where Ipkiss has been having relationship troubles in his marriage to Cameron Diaz, because without the mask he’s just Stanley Ipkiss, a regular boring Joe. Because of this, the mask finds its way back to him and he can’t help but put it back on.
Introduce more comic elements, like the one brick shithouse mute mafia guy who only wants the mask but is later revealed to be unaffected by it.

They could not make a Mask style comedy today that is both funny and satisfying like the original. it would be on the level of the Dumb and Dumber reboot.
I would like to see a faithful adaptation of the comic where the guy is a complete fricking sociopathic killer but you can't do the Mask without Jim Carrey, Jamie Kennedy proved this.
Jim Carrey is currently promoting Sonic the Hedgehog, which is set to hit theaters next month. In it, Carrey plays Dr. Robotnik, aka Dr. Eggman. It looks to be a more out-there performance, more akin to what we saw from him in the 90s. During a recent interview, he was asked about the possibility of returning for The Mask 2. Here's what Carrey had to say about it.
"I don't think in terms of sequels and stuff like that, I mean, this one [Sonic The Hedgehog] is kind of right for it because we have not evolved the character [Dr. Eggman] fully yet. The Mask I think, myself, you know, it would depend on a filmmaker. It depends on a filmmaker really. I don't want to do it just to do it. But I would only do it if it was some crazy visionary filmmaker. Sure."
Yes but make him gay
holy frick say what you like but those effects hold up for being 1994
Would they have been better as 2d with a more obvious nod to their cartoon inspiration?
That is not from the film

Kennedy unironically claims there's a cut of the mask that's unironically kino.
He would
