People use "shock value" to describe acts of ultraviolence that have no point other than to attempt to shock the reader. Nobody actually uses it to describe actual shocking plot twists or suspenseful scenes.
Like when Kyle Rayner's girlfriend is fridged and its supposed to be shocking, but it falls flat aince we've only known her for six issues.
Or on Law & Order: SVU, where every episode is about some horrific rapist in order to distract from the shit writing/acting/dialogue.

A jump scare with a creepy photoshopped John McCain head can momentarily shock somebody, but it doesn't make it good writing.
