Wild that1991 Simpsons is probably peak animation for that series and has only gotten less animated as the decades rolled on.

It's not that people have an issue with flatly animated shows, people have an issue with that being THE ONLY FRICKING THING available anymore with there being maybe two or three shows (if we're lucky) a year that is well-animated.
Remember the time when things like Spongebob, Simpsons, Billy & Mandy, or Family Guy would look a little looser and be more appealing for it? Then the later seasons were very digital, stiff, and precise? Now cartoons are starting right out of the gate as the latter half. We never get those seasons of Amphibia that is looser and nicer for it until it goes hard with being on-model.
We now end a lot of our sentences with, "It looks really good for digital animation!" when talking about things such as the Tangled Series or Ruddish Mickey Mouse shorts because, even if they are GOOD, we can't help but acknowledge they are objectively a step-down from good hand-drawn animation that we would sometimes see on TV. Like, no matter how good the Mickey Mouse shorts are, if you had a choice between a TV show animated like House of Mouse or Paul Ruddish Mickey Mouse shorts, people might opt for House of Mouse just because they miss frame-by-frame animation.
Even when they reboot things that are SUPPOSED to have nice animation like Animaniacs or Looney Tunes, they end up looking amateurish or tweened and lower the quality. It's just obvious that the talent to make a cartoon look like B:TAS is not there anymore.
Given that Roger Rabbit is in the comic in OP I'm guessing it's circa 1990. It was probably penned by some autist that couldn't deal with the existence of a popular cartoon that wasn't pure wacky hijinks
