                The Boimler/Riker accidents only occurred because of exogenous energy input into the transporter matter-energy stream. In normal transporter function, the target is broken down, and their matter-energy signal is transferred to the destination and reconstituted.

              The sperm data storage isn't going to be just regular human sperm, sperm here is just used as a "thumbdrive" with much greater capacity than silicon.
              As for a perfect copy, that's already assumed that we can already perfectly analyze/store the human inside and outside (an assumption already satisfied by the existence of the teleporter), so it's just a matter of encoding them into semen.

          Conciousness isn't relevant. Something is dead when it used to be alive but no longer is. A living person is alive. A stream of matter energy isn't, regardless of purported consciousness. Therefore it kills you. The human at the other end is also alive, and is therefore resurrected, not cloned.

              Death in humans is defined as the stoppage of cardiovascular and resperatory functions. It takes a few seconds for this to even be noticeable on a living person, and minutes before permanent brain damage occurs.
              The easiest way to remember is if you're using CPR or an AED it's on a corpse. They don't do any good on the living.
