As said. The fact of the matter is that short of some sort of societal collapse tipping in America is never going away. Even if waiters were paid more they would still demand tips, regardless of quality of service. The only way of getting away from it is to move to somewhere in Europe where they don't tip or somewhere in Asia where they consider receiving a tip insulting. Otherwise you're going to be stuck in this "DUDE you have to pay 40%!!!" culture forever.

i went to warsaw and a friend of mine who lives there (he's polish; grew up there, so not a tourist or an expat) said most of the bars we went to expect tips. maybe not 20% but at least a few zloty. maybe it's the younger generation that expects it more? we did go to the more hip rock n roll kind of bars. don't remember tipping at a milk bar or anything like that. also i love polish women.

There's no repercussion for not doing it in America either. If the waiter doesn't make enough in tips the restaurant will cover the rest to bring it up to the agreed wage.
Tipping is good because usually the wait staff makes way more than that, and this allows the restaurant to have more staff or more staff hours due to the reduced labor cost. Restaurants have razor thin profit margins and tipping helps with that a great deal.

The monetary argument against it is really flawed, like if you pay all your waiters 15-20% more, the entire menu will be priced 15-20% more. so essentially you are forced to tip, regardless of service provided, and the good waiters are basically told to shut up you already got your tip, while bad service doesn't matter since you get paid anyway.
it's like europeans that pay ~20% VAT on everything they buy, but since it's so integrated in their society they are completely unaware that they are getting robbed when buying a $1000 TV than costs $1200 because of VAT.
