The original show also had a lot of stiff-looking promo art, this is just kind of typical. The designs themselves are fine and shockingly attractive by today's standards.

Not gonna lie I feel like you're just reaching for a reason to be mad at this, I don't see the issue with putting an ugly haircut on the gaudy antagonist when in contrast all of the protagonists are cute.
France has a huge dubbing industry and 95% of the time VAs for animated TV shows are actually regular dubbers paid with similar prices as for standard dubbing, which means not much.
in this particular case the animation is most probably done using temp voices, so technically even the English cast are "dubbers" here, but since this is not standard in the US they can still pretend they're actual VAs and ask for fat checks.

The problem is that Martin Mystery wasn't an original creation. It's loosely based off of an Italian comic series ... which is getting a new pajeet CG adaptation that looks to be about as faithful as Marathon's.
Oh I know it was “adapted” from the Italian comic, but from browsing Berry’s Facebook ten years back he had plenty of omake sketches of Martin, long well after that project ended, and part of me thinks he liked that project the most. Dunno if they have free range with their take on the character or not, however licensing works.

TS has always been a co-production with the US and/or Canada. hence the big budget and the show being set entirely in America.
I can't speak to unions, but I know a tonne of anime dubs are recorded in Belgium as some form of cost cutting.
