It's clear that this plan isn't cutters. It's Illayang's. Whatever is going to happen, he's just a small part of it. We also know we're going to get a khert scene this chapter so I wouldn't be surprised if it happens via this method. I could be wrong it's just a personal theory I just feel this is what it's leading up to.
