Sure but I always read the Fire Nation as a place that externalizes their evil towards places outside of their ancestral borders. In theory, I can see them being homophobic at home, but if there were to be outright homophobia at home, I imagine they'd have to be far more regressive towards their citizens in other ways (women stay in the home, etc)

Hate to break this to you but Avatar straight up just forgets women exist when it's not relevant to its plots. We don't see women serving in the Fire Nation navy, nor the armies of various invasion forces, nor in Zhong Zhong's deserters in the first two seasons. We only see women as prison and town guards in the Fire Nation itself in the third season. The same season it was retconned there were plenty of women waterbenders in the southern tribe who were the only defense against raiders.
