Because the task he was programmed with was the most complicated one among other robots, and since he had a human he had to communicate with(the captain) regularly, he would need speech.
The likes of say, Mo, have no need to talk. They can do their simple tasks easily enough without it.
To add to this there were other robots that were apparently capable of speech, just when their job called for this. The teaching robot, the stylist robot, the main ship AI.
Wall-E is so boring after he leaves Earth. The fat people and spaceship parts are tedious and dull. The antagonist being a homage to HAL9000 is too much. Wall-E should've been a short animation because everything else wasn't charming or interesting enough as a full film.

Most people haven't actually seen 2001, they just know Hal has a red light and says "I can't let you do that, Dave." So Auto having a red light and preventing the captain from doing something means he's just like Hal.
