Volley fire wasn’t really a thing until muskets. The idea of making every archer fire as slowly as the slowest one or at the range of your weakest archer just makes no sense tactically.

It was probably to maintain discipline. If everyone just started firing on their own then they'd be more likely to panic once the orcs got in.
I hate it when they do volley fire with archers, most archery was disruptive rather than directly targeted and holding a bowstring like that will frick your spine lol

That's like saying Germany would've been within the law if they rolled their tanks into Poland and asked them to negotiate. Moving armed forces through another nation is a declaration of war unless those two nations have an agreement

The silliest part is that they're holding under tension at all. It takes only a second to draw and loose your arrow once the order is given. There is absolutely no reason whatsoever to sit there struggling to keep it taught and in danger of accidentally loosing it when your endurance gives out.
The orcs were already in their country, the only reasonable opinion is they sanctioned their deaths at the instant they crossed into Rohan. Killing and even torture were already permissible.
1) They were already at war, so no.
2) Neither Rohan nor Isengard had a concept of "war crime", so double no.
