Being disguised is not the same as being a threat. The entire film deals with disguised aliens, only one of whom is a threat. K even has a monologue about how the majority of them are just trying to get on with their lives, content to hide in plain sight. J would have shot Rosenburg (the tiny alien protecting the Arquilian galaxy) in the fricking face if his suit had a minor malfunction infront of him, rather than say, call emergency services. Shoot first, ask questions never. That is J's character, before K's influence, and granted the character does evolve as a result of that influence, but I find no reason as to why the latter chose the former in the first place. Because he moved a table? Frick that.

He's the only one who thinks outside the box in every instance. Even if his method is unorthodox (dragging the table), he's the only one willing to step outside what's expected and do it. It's implied through dialogue that K was the same way during his initiation by Zed.

The MIB are basically the FBI for extra-terrestrials. Their job is partially to keep the existence of aliens a secret, but that have ways of dealing with that that. Not every alien that takes a walk down the street is a threat, so the other agents were lighting up aliens that could have just been visitors who got lost. The little girl, on the other hand, was intentionally in disguise and so was at the very least an alien spy.
I think the tests were there to see if people thought outside the box, ie pulling the table over to complete the test, shooting the girl. All the other candidates were basically by the book boiler plate people who had no chance of being in the MIB because what MIB wants is people who are able to think on the fly and not consult a fricking manual because aliens dont play by rule books and they engage in subversive behaviours.

It didn't matter whether it was right or wrong because he's only one who didn't just start blasting freaks under assumption of everything he doesn't understand or doesn't look like him is a threat, which is exactly what MIB needs, and he also was put on the spot because during target practice the assumption is the fact that you have to shoot something, anything, because these tests are designed to be annoying. There's a theory that because Tiffany is the only moving target she was a correct choice, but I think it was a purely visual choice not necessairly confirming or disproving the theory, because, it's fricking dumb to imagine MIB do their target practice on Tiffanies, it was made purely to zoom in on the shot without making it look weird with how camera works throughout the movie and looks cooler.
