      They didn't have jurisdiction over the entire galaxy. There are some planets outside of the Republic. I suppose they could have forced those planets to join the Republic and outlaw slavery but that would go against the whole "the Jedi are peacekeepers of the galaxy" thing.

          NTA but regardless of whether the Jedi technically had a “jurisdiction” isn’t really important here; the fact of the matter is that there were only so many Jedi Knights. The Clone Wars makes it clear that the Jedi themselves were not an army. They could only be so many places at once in a massive galaxy. Outer rim Worlds like Tatooine are naturally going to slip through the cracks.

          Boba Fett was able to finesse the takeover of Tatooine through a mix of public support, the chaos caused by Jabba’s death, and the Hutts abandoning it to the Pyke syndicate. If a single Jedi or even a small group in the old republic era had tried to go and “liberate” Tatooine during Jabba’s rule, then the Hutts as a collective would have ensured they all were either run off or strung up dead in the street as an example.

    It was accepted on Tatooine, until Boba Fett took over the planet. Fett seems to rule Tatooine like a “classical” liberal, AKA a libertarian. So no slavery, and nothing that harms innocent people.
