                Anime usually does it post sync, meaning the sound track is done after the animation is 100% finished.
                Having it be pre synced will give it a advantage over everyone else.

                Music makes sense though. Most shows will reuse tracks, and with basic editing it'll fit good enough
                I cannot envision how this would work with dialogue. Without the actual voices the animators would have to guess how the characters talk, and then the VA's would have to work off that. It's not like the animation process is quicker, so why would you ever do it that way?
