On one hand, I get it, their lead actor has to act while covered in tons of bullshit. It's expensive, it's hard, and quite frankly just unappealing to most normal people or people unfamiliar with the lore. Same reason why they cast the only handsome looking dwarf for canonically ugly Tyrion whose face is supposed to be fricked, he doesn't have a fricking nose after battle of blackwater in the books. On the other hand, just don't make a ghoul your lead character.
Definitely VFX team probably had to digitally erase the nose, Harry Potter movies figured out the kinks for that. Maybe Pirates of the Carribean first, but they had to figure out how to turn Bill Nighy into a cartoon character in his entirety, which is a different process, his nose was hidden more like than erased. There are some very convincing prosthetics, but they wouldn't work for acting, they look good only for modelling.

Its the cheap ghoul style. Since they made them 3D and as FPS game they had to make them models for mass production as NPC's and enemies. Classic Fallout had few custom made ghouls for the dialog trees so they could actually make them unique in their ugliness.
This is like comparing zombies from Night of the living dead or Return of The living Dead rotting and limb missing or naked zombies to quickly put together Walking Dead walkers who all wear similar rags and have same make up and all look like dirty hobos
I honestly don't see the point in adapting things like videogames to shows/film. They're already visual in nature; and already close enough to a show/film. Literature is different since it's only visual medium is the text, so adapting them makes more sense.
Same goes for anime to live-action. Just stupid to me.
You can thank The Last of Us, and to a lesser extent, The Witcher, at least on the vidya portion. If something makes money, all the dim bulbs in Hollywood will try to cash in.
