that's Garth Ennis. The point of black noir was that he was the fail safe for if the company lost control of Homelander or he went insane that BN would kill and replace HL. Problem was that BN was the one who went insane.
More specifically, the sole reason for BN to exist was to take down HL if he became a problem. But HL turned out to be relatively stable and cooperative with Vought, so BN did that stuff to frame HL in order for the kill order to be given.
Except it didn't happen, so BN just kept doing worse and worse things. Homelander going insane at the end was just an unintended consequence.
you can say it's sloppily executed but it works as a twist and it was planned from the start
