I would argue punishing the rest of the castle was expressly to force the prince to see that his actions can have consequences which extend beyond himself. And probably had intended for said staff to kick his ass in anger for dragging them into things, fortunately for Beast, it seems his servants had absurd levels of loyalty.

Beauty is on the inside. Both the Prince and Gaston were very handsome but had ugly, selfish personalities. Prince was turned into a beast to reflect his soul and his curse can only be broken if he could be redeemed and loved by someone who could look deep enough to see the good inside him.
Gaston is the perfect reflection of Prince as he too is a handsome man who was ugly on the inside as he too was arrogant, selfish and just plain evil, the only difference is that Prince had good in him all along but it was overshadowed by his vanity due to his illustrious upbringing as a prince and it took the love of a woman to bring out that good to the surface, Gaston was just rotten to the core through and through and didn’t need to be rich and spoiled to be that way.
BatB is legitimately one of Disney’s most sincere movies as far as the message goes and not to sound like a Rick and Morty fan but anyone who’s so shallow to think that it’s a story about Stockholm syndrome is too stupid to understand the story and it’s message.
With ALL of that said however, I do think the message would’ve been more powerful if prince actually stayed as the beast as it would’ve made the message more powerful, something that Shrek actually got right.

I disagree, the beast look was only meant to reflect his shitty personality, it was a curse that he was supposed to grow out of, by the end of the movie, it no longer reflected his true self.
Fiona staying as an ogre honestly never sat 100% right with me because it kinda felt like they were saying "ugly" people have to be with other "ugly" people, as if Fiona couldn't stay in her human form and still marry Shrek, it felt more like a subversion just for the sake of it.
