Do you mean quality of the cartoon itself, like story and characters, or quality of animation?

Late 60's to early 80's are worst in terms of quality of animation. By then classic animation was dead in the water and replaced by the cheap animation of Hanna Barbera and Filmation.

The arrival DiC on TV and Don Bluth in the theater were breaths of fresh air in terms of quality.

This is the answer for the American animation industry if you want an "objective" answer. The industry was a shadow of its former self and was on the verge of complete collapse during that period. Disney, the last remaining major movie animation studio, seriously considered closing its animation division. TV animation had gone to shit. It wouldn't be until the late-80s/early-90s Disney Renaissance and TV animation renaissance spearheaded by Spielberg and the indie explosion of that era that the industry came back.

Read stories of people who were working during that dark period, it was fricking dire.

        >Disney, the last remaining major movie animation studio, seriously considered closing its animation division
That was only because of unionization.

Anyone who thinks the current period isn’t the worse is either LGBT, works in animation currently, or autistic. There is little to no innovation and everything is poorly written by committee and even more poorly (and cheaply) animated.

Anything in the last 10 years is ten times better than a majority of that 70s/80s crap.

90% of that stuff doesn't hold up well today

Say what you want about the 2009-2013 period but at least those shows had variety and we already had a bunch of older content from the past few decades. I’d say it was the 70s which is where most tv animation were H&B shows made for a quick buck and are never brought up again in pop culture osmosis or looney tunes reruns. As a balance to the dark age of animation at its prime, there were a ton of excellent live action tv shows airing throughout the decade maybe they should’ve imported more dubbed anime like Europe and South America we’re doing at the time

    I say the 1970s, 1980s, 2010s and 2020s (currently). Animation peaked during the 1940s, 1950s, 1960s, 1990s and 2000s.

The 2000s are a fricking weird case because the decade started off with Western animation at maybe the strongest it had been since the 40s and 50s theatrical days, and ended with the worst state it had been in since the early 1980s. It's like animation kept off of a diving board at the start of the 2000s and then ended them landing in a drained pool, breaking its spine in the process.

that time when they had astro boy cartoons?

or what about invader zim? it's incomprehensible that this has a cult following. or codename kids next door?

it would be incredibly hilarious if someone claimed Super Robot Monkey Team Hyperforce Go! was the worst cartoon ever.

I always say KND marked the death of the cartoon Renaissance that started in the late 80s (I’m including anime) and it hasn’t recovered since. That show was awful and everything since has been even worse.

animation quality wise it's a toss up between the toonbooms and the late 70s low budget crapfest but for writing/story/character quality it is definitely 2012-present no doubt.

You say this like animation quality isn’t absolutely AWFUL right now. Easily on par with the late 60s and 70s.

The Tumblr Troon Calarts era by far, nothing else is even close to as bad. The 70s were a golden age by comparison.

It depends really how you want to look at it.
The late 60s to mid 80s was the worst time for animation in the US, while it was a booming period for European (West and East) and Asian animation.

    Characterization quality?
    Diversity of genres and styles?
