      This.

I didn't hate her but she was clearly the diversity hire and they were afraid to give her any flaws which made her boring.

She wins 100% of every confrontation or fall out, so yeah maybe you have a point.

      >She and Larry are the only two characters out of the main cast to have zero character development.
That was the fricking point, they were the two characters in the show who were exactly where they wanted to be in life as opposed to the rest of the team who were still trying to figure shit out. Their characters provide contrast.

      >Their characters provide contrast.
That's just an excuse. Larry was written with absolutely nowhere to go, but he was always supposed to be the butt of every joke. Donna's just there with nothing to offer. They found a purpose for every other character and interesting arcs. She basically doesn't exist for most episodes.

    To be a diversity point.

She and Larry are the only two characters out of the main cast to have zero character development.
Larry has his perfect family, he's got nowhere to go since he's just comic relief.

He represents the first two seasons where the tone was more cynical as opposed to the feelgood vibes of the rest of the series. All the other characters became more and more likeable, but Mark left, so the character never went through that change.

He was basically written out of the show entirely. I thought he had a nice goodbye but Anne doesn't have a ex-boxfriend for him and his plans for the park were never referenced again.

Rumors are bad blood behind the scenes.

He was so fricking boring I usually forget he existed. I guess he was supposed to play the straight man character but Ben's actor was so much better at it

Sure. But Peak Ron (Seasons 2-4) are still easily one of the best characters ever and most people did watch for him, this is a fact (Ron Swanson compilations on YouTube get tons of views compared to just Parks clips) Don't get me wrong, I grew to enjoy most of the other characters and even though I think it fell off a bit towards the end it was still a cozy show with some goofs but nobody can deny he carried the show, his deadpain and facial expressions/laugh were 10/10
