Once Upon a Time in America, scores incredibly high on the poor-people-grime factor but the thematic scope of the movie is much wider
The Wire, again no shortage of grime but that's not the main appeal
Depending on if you like Repo Man, I'd also throw in The Warriors, Escape from New York, Death Wish (OG version), basically any movie set in New York during the 70s. For a documentary set in this time period, I strongly recommend 1983 Style Wars, it covers the birth of graffiti in New York, with a lesser focus on breakdancing and hiphop music. I can't think of a grimier movie about poor people doing poor things. Also the soundtrack is impeccable, you get 80s hiphop, 50s doo-wop, and Wagnerian opera all in the same movie.

I don't really understand the question, why the early 80s? NYC was the same festering shithole from the 70s well into the 90s, as a film setting goes, there's not going to be a whole lot of variance between portrayals of 70s NYC and portrayals of early 80s NYC, unless you have something specific in mind.
