From his initial design I would say they intended for him to have a B&W world view to contrast Nathanial's imagination.

Because they adapted various Super Sentai series into a single continuity where the status quo DID change.
They went through various power upgrades and villainy exchanges.

The Super Sentai series never really did that. There were clues that they were all in the same universe, but they there all independent teams, in a different place and time. Not 1 team that was constantly changing.
I think it spoiled English viewers and created the expectation of change that is quite abnormal when you look at everything else.
If I remember correctly, the English Power Rangers didn't really have any sort of over-arching inner personal drama until "In Space" where the villain was the Red Ranger's brainwashed sister.
So in comparison, maybe it's fine cat Noir and Hawkmoth never learn each other's identity. But we've been waiting for Hawkmoth to be replaced for a long time.
