If you go to places like /d/ or e621 the furry line is the face, plenty of monster girls have scales, fur, paws and non human bodies but they retain a (stylized) human face. On 621 or d if the character has a snout it falls into the furry zone.
There’s plenty of animals that lack fur, like cholo dogs or sphynx cats, and robofurries are a thing which are made of metal, what pushes them as furry is their facial structure. Beerus from Dragon Ball is hairless but he still has the face of a cat. It’s harder to determine in more stylized art styles that are very cartoony or anime-like since these art styles tend to simplify facial features a lot. A lot of Kemono art only has a button nose from the front and only a defined snout when viewed from the sides.
