I don't agree. You define cultural shifts by major political happenings. Imo it's simpler than that. What defines cultural shifts are popcultural things like fashion, movies and music. So, going by that:
1991: Still had 80s style with perm hair and glam rock bands and 80s style movies like Police Academy. I'd say Guns N Roses started the shift and Nirvana cemented "90s style" full force, so we're talking from mid 90s and forward. Another much better example is married with children. When it started it was extremely 80s style despite being early 90s. It didnt have a 90s style until mid 90s either.
2001: We still had that above mentioned 90s style. Stuff like Linkin Park, low rise jeans and movies like the Scream movies also didnt kick off untill the mid 00s
2011: We still had teen slasher movies in the style of Scream, Final Destination etc, we had Nickelback and emo style. 2015, was defined by the rise of social media and the woke movement. This was expressed with colored hair, piercing (which initially was an evolution of the emo and scene style), tattoos, hipsters, man buns and artisanal brewery and Trump hate.
