Germany, unfortunately. But in the 20s, and a little bit still in the 30s, they made the greatest films. Murnau, Lang, Riefenstahl, etc. A truly great cinema.
WW2 and America cucked them so hard that their cinema never really recovered, even during the New Wave. They missed out on that great 50s/60s period that made Japan and Italy global countries in cinema. And France has pretty much always been an important country for cinema.
