Lazlow wrote most of the American satire stuff. The Housers mostly just adapted mob movies, Miami Vice/Scarface, and 90s gangsta movies into video games.

I mean I see your point but a large facet of the original game was firearms and shooting, something that wasnt common in the UK at all at the time.
The two next games were GTA 1969 London and 1961 London.
As the series progressed most of the shit you wanted to do in a GTA game couldn't feasibly be done in the UK.
