Wall-E is among their best, but not really "overwhelmingly" the best. Still, it's probably the less conventional animated movie audiences have ever had such a positive reaction to, so that's kind of a remarkable aspect to factor in I guess.
It's a bit unfair you need this sort of grand, standout kind of high-concept for an animated movie to become a critical darling in comparison to live action. The Criterion Collection has inducted two Michael Bay movies for frick's sake
A single great movie can be a fluke, specially given the collaborative process they use.
Two simply ok movies and a really, really bad one are way more telling.
We talking about the same Lasseter here?
Your criteria applies to all of the guys here, save Docter. >two simply ok movies
Toy Story 2 and Bug's Life defined Pixar. They're leagues better than shit like Finding Dory and Incredibles 2 >a single bad movie
Cars isn't a bad movie.
And if we are really nitpicking, only the first 20 minutes of Wall-E and Up are good.

Can't beat Pete
Not a single bad film under him
It's a toss-up for me between Pete, Andrew and Brad. Can't really pick between these two.
Brad Bird the GOAT
Shame about Incredibles 2 and Tomorrowland.
I'm waiting for the next thing from Domee Shi...
I mean yeah she's only made a short and a feature so far.
As far as proven track record goes...
I guess Brad Bird is the best filmmaker out of all of them.
Andrew Stanton probably made the best Pixar movie ever with WALL-E.
But I don't get why everyone went nuts over Finding Nemo.

I think I'm going to go with Pete
the one who made Wall-E.

No love for my hugboi?
Anyone else is factually wrong.

Actually I forgot about A Bug's Life since it's got a codirector, I was including Cars among the "simply ok". I'd still put ABL among those though.
