You're right in why Iroh didn't want to fight Ozai, but if he had, he would've stomped the frick out of Ozai. Iroh knew how to do shit that other Firebenders had never even conceptualized because he understood the other Bending styles and incorporated them into his own. Redirecting lightning is a technique born purely of adapting Waterbending technique and philosophy into Firebending.

And seeing as how skilled Azula is despite being pretty much just as sheltered as Ozai, it's logical that Ozai is pretty good too.
It was only a failed seige because Iroh quit the field out of heartbreak. Even as it was, his incursion into the earth kingdom had been the closest anyone had gotten to conquering ba sing se, and the implication is that if he didn't quit he WOULD'VE done it.
If it was just pure strength then Ozai would win, the age difference between them would have to be a factor.
That being said, if Iroh managed to trick him or pull some smart move and frick him up that way (especially if it came down to throwing lightning) then he might be able to win.
Also, while it's not much to go on, the actual skills he showed off during the comet were indicative of him being pretty well trained normally as well. I thought the fact that he was able to near instantly bend lightning at Zuko after the eclipse ended was pretty cool too.
