Tony Jaa is simply spectacular in Ong Bak. Jackie Chan put out so much kino, especially his early work it's hard to deny his contributions. Chuck Norris was a legend in his day, and while he's gotten a lot of hate lately Bruce Lee did a lot of work that inspired future martial artists.
It's a tough choice. I think I like Tony Jaa the best though just because Ong Bak and The Protector are some of my favorites of all time.
Jean Claude Van Damm should have an honorable mention too. That guy produced some serious kino from time to time.

Biao Yuen and it's not even close. Best technical ability and acrobatics. He even doubles for Jackie when Jackie can't pull off gymnastic stuff.
Jackie Chan - Good performer/all rounder and wacky stunt man, but he owes everything to Buster K.
Sammo - Best at actually fighting.
