Azula is fairly nice to Zuko when they aren't enemies and she genuinely thought he had redeemed himself by choosing her over the Avatar in her own inner monologue.

Sarah is actively a colossal b***h and antagonizes her brother. Gaz generally doesn't give a shit and only fricks with Dib if he fricks with her first with his paranormal shit. She's also saved him more than once and helped him get out of his funk in Enter the Florpus
This guy gets it. If Gaz is left alone to do her own thing she is pretty harmless. She is easily tipped over the edge and is terrifying when that happens, but she will not go out of her way to frick with Dib. Sarah enjoys making Ed's life shit, she is a genuine psychopath.
After Big Picture Show, Sarah might treat Ed better. Gaz doesn’t seem like she’ll ever really change in how she views her brother, so she’s probably the worst sister between the two.
Honestly I can't tell. One actively psychologically tortures her brother and plays the enforcer for the worst parents on Earth. The other is a sociopathic ticking time bomb who'd leave her brother for dead if it didn't benefit her to help if not murder him herself.
Before the movie, Sarah has NEVER interacted positively with Ed unless she was forced/tricked into doing so. She's definitely the worst out of the duo.
Even during the movie she spent most of the time going through hell just to have the chance to watch Ed suffer. At least the other kids had a legitimate reason to go after Ed. Sarah could have helped Ed, stayed in the cul-de-sac, or actively participate in punishing Ed by helping her friends who were wronged by the Eds. Those are all things a normal person would do, even as a kid. Wanting to just watch her brother be beaten is fricking horrific behavior.
