I honestly have no idea. I was gonna say that you need a high budget for it, but not any higher than you do for a regular sci-fi movie and those still get made. Hell you need less for cyberpunk since you can just use real mundane buildings for a lot of it.
i unironically wouldn't mind it if Cyberpunk became the zombie genre of 2020's. Lets get a Neuromancer film adaptation, lets get a AAA budget Shadowrun videogame, lets have more Robocop and Judge Dredd.

Cyberpunk is less a genre and more a theme. Its a backdrop, that you could set any genre in (romance, drama, comedy, action, thriller...).
The themes core elements are 'hi tec low life' meaning world changing technical (and economic) changes with struggeling people and cultures. Cyberpunk is neonlights, steampunk is gaslights, but its the same core theme.
The reason we dont see this theme more often is because it for a long time did not reflect normies life. The same reason we dont see many wild west themed movies. But this is increasing now. Be prepared to see way more cyberpunk themed movies in the next 20 years.
