If they ganged up on Palpatine all of his power would transfer into Anakin and he'd be even more dangerous. If they teamed up to kill Anakin then Palpatine will just find another apprentice and there is still a status quo in favor of the Empire.

That's not how the rule of two ever worked, unless Disney has done something moronic I'm not aware of. The powers don't just magically transfer. The Sith master actually trains their apprentice until the apprentice is strong enough to kill the master, ensuring that each new Sith Lord is eventually stronger than the previous one.
He needed to recover it, it got knocked from his hand when he fell but he could have easily recovered it. Palpatine probably wouldn't still be dangling by that time, but instead of continuing the fight to the death, Yoda just ran.
