In the 80s the writers were pushing social mobility. The way it went was that anyone can make themselves better and lift themselves up. As opposed to today where you are privileged or not based on your race.

It's just kinda weird to have a character's backstory be that her childhood was spent escaping from rape gangs, especially in Star Trek of all things. I'd expect something like that in a much edgier show
