Timm didn't write the episode of Batman Beyond where babs hints they were together, that was Hilary J Bader. Who also wrote the Dick/Selina episode, and the Roxy Rocket episode, as well as the episode of STAS where Lana Lang comes to metropolis and dates Luthor and kisses Superman, and the Maxima episode. Alot her scripts tended to have relationship drama so I'm sure she was the first to really push for it. We'd have to hold a seance to ask her, since she's been dead for 20 years.
