Part 1 Naruto is a coward and a brat, he's headstrong but he knows when he's in over his head and will usually try to stay out of situations he can't handle unless there's a lot of pressure on him to act (usually something that aligns with his interests like showing up Sasuke or impressing Sakura)
In Part 2 Naruto grows into a much more traditional hero who'll jump in for a last second save with no questions asked and gets frustrated when people try to limit what he can do for others.
Now you could say that Part 1 Naruto and Part 2 Naruto are both static in the sense that they stay the same for the duration of their respective parts and we don't actually see one grow into the other, but claiming they're the same as each other is ridiculous.
