Why do the villains often have a British accent? Why not a French or Chinese accent?

Why do the villains often have a British accent? Why not a French or Chinese accent? I hate the way the British accent sounds. But I do remember something really funny in a cartoon once. There was this antagonist that liked to put on a British accent to seem more threatening but in his regular life, he just spoke with a typical American accent.

    That's my Wife's Son

Queer coding. British accent to Americans sounds kinda gay or "refined" which seems more scary to the typical Blue collar straight male who consumes this type of action fiction.

I forgot to mention how the supposedly Brit uses words taken from American English such as saying "pants" instead of "trousers" or "subway" instead of "tube".

Posh British people sounds refined and fancy to Americans. wienerney British people sound funny and blue collar.
Villains with accents in general just make them seem foreign and more menacing and unique rather than having a domestic accent. Also English accents are much easier to do than French accents for most Americans and Asian accents can be seen as racist unless the voice actor is actually Asian due to all the oriental yellow villains of the old days.

Our war of independence was against the British, of course American cartoons would have British villains.

Who sounds more threatening, Dustin Hoffman or Tony Jay?

BTW, Mad Mod was originally a deliberate parody of both a Carnaby Street fashion trendsetter and Mick Jagger.

A lot of Brits struggle to do American accents. I've never seen a British actor that can put on a convincing American accent.

We Americans never forget. If you were ever considered our enemy you are now used for depictions of bad people. That means Brits, Germans, Post Soviet states, and Middle Easterners, even though there's a pushback against the evil arabs concept because we still need their oil. Asians are excluded because we don't take chinamen seriously but that might change soon enough. Prepare for Chinese villains in the near future.
