Because it's pure SOUL and some of the only horror media for kids
Kids just watch real horror movies. At least they used to.
Kids in the vernacular means like 8 and under in this case. Dipping into mainstream horror is usually for the older set or trailer trash. One day we need a thread about this demographic discussion, I think the user response and developmental research will surprise anons.

It’s a gag comedy with horror element, not a true horror show. Wes Craven killed horror thanks to Scream.

Clearly he's only going to do it to the ones popular with zoomers.
It was a big influence on stuff like Flapjack and Regular Show (and Chowder to a lesser extent), the combination of creepy and bizarre/abstract humor. It stood out from the other CN shows like EEnE did despite being made in-house; while the latter show always felt like purgatory in that every episode's pretty much the same (atleast till the school seasons), Courage always seemed to have a variety of different backgrounds and designs every time. So I think it's the aesthetic it brought that influenced almost half the cartoons of the 00s and early 10s more than anything, plus Courage is cute and still marketable to a certain degree
