What do you mean? Terry had an actual character by the end of episode one. Miles didn't have a character until a movie like 10 years after he was made.
I was one year old when Batman Beyond came out. As a pre-school aged kid he had the cooler suit and I thought he was rad because at that age teenagers were the peak of cool. I was 13 when Miles Morales came out and I thought he was cool and had the better suit and was relatable because Peter was mid-late 20s and Miles was a teenaged kid like me. Most kids, do not give a fuck about legacy of character. Miles is just as valid of a character to them, to established comic readers they see a character who replaced peter (killed off ultimate) and had a bunch of new powers to make him different and unique and now the 'better' spider-man. I now as an adult like Peter more, but many kids then and now do not care and just appreciate the character of miles for being pretty cool and a solid intro into comics.

This. Holy shit this. I could overlook everything about Miles if he wasn’t literally just Peter but black. Terry isn’t a quiet brooding super genius billionaire running a company by day, he isn’t a detective who studied forensics, criminal psychology and every martial art, he’s not the guy who uses advanced fear tactics to frighten criminals into complying or giving him information before condensing their bones into slurry. Terry’s just a highschool aged punk off the streets (at least until they ruined this with the son angle) and goes about being Batman the same way. He makes jokes, he brawls like the same thugs he fights, he has Bruce and best girl Max handling the technological side of things while he focuses on punching people or gathering info. Throw him in a different costume and you’d never know he was Batman. Throw miles in a different costume and you’ll not only think he’s spider man in a different suit, but fucking Peter Parker in a different suit.
Tl;dr Terry is a successor with their own character done right.
Miles and Pete having a less edgy version of Bruce and Terry's relationship would've been sick.
Pete could've been retired and maybe a father, thus a more well adjusted mentor figure. Miles wouldn't just be dragged through Pete's hand-me-downs and would rely on a different supporting cast.
Perhaps Parker is affected by a latent medical condition (perhaps as a side effect of his powers) and has to find a successor. This will make it that Parker is sitting on the bench while keeping him alive as a mentor. Heck, he could still come out if the situation calls for it too.
because bruce is very old and very out of his prime in batman beyond. he NEED a replacement so he trains one closely. the replacement is not self trained and somehow naturally better than the original .
if you create something new while respecting the legacy, people will like the new way more.
