Why does every dialogue interaction in this show feel like it's between two Skyrim NPCs?

Filoni is useless and intolerable without George Lucas literally controlling every single thing he does. This is correct. Too many characters make too many pauses in order to lend gravitas to their words. It sounds especially artificial when you realise that, when talking to tertiary characters, they don't do that.
Also, both of the Dark Jedi (?) also don't use pregnant pauses, instead being terse and to the point. They unironically sound more like experienced Jedi than Ahsoka.

She fights what she views as a different Force User in lightsaber combat, an ultimate test for any Jedi/Sith/Force User.
The fight was not impactful like the fights in the Prequels and OT. It was just visuals and had no impact on the plot. There was no consequence to the chink getting stabbed, Shin didn't change as a character as a result of the fight. It could have just not happened.
