Her face fits a very particular "cute cartoon girl" ratio that not many can seem to replicate. It's on the most liked cartoon girls, a lot of times. Not only that, but her hair is simple and cute as well. And then, green catches the eye and white is aesthetically pleasing in feminine designs in general. Her design just incidentally manages to tick a lot of the right boxes despite it's simplicity, which is why she works well in so many different styles so as long as the eyes and face maintain that ratio. Also part of why XJ9 is so popular. They both just "get it" designwise.
MLAATR should count as cheating, the majority of the girls from there are cute and have nice designs.

I do like that in most scenes, she is consistently nice to Mac since he doesn't go out of his way to make her job harder in most episodes. It's nice that her character isn't just reduced to a disgruntled nagging b***h regardless of who is speaking to her.
