Why does Starfleet think it is appropriate for away teams to beam down to planets with dress shoes, no pockets and a thin layer of cloth for uniform?

    >Computer, create a 21st century American nursing home. Place Captain Picard in the home as a patient. He is wheelchair bound and suffering from dementia, and believes that he is the captain of a futuristic space faring exploration vessel.

    >Computer, create a nursing home caretaker employee with the appearance of Guinan. Give her a contemporary 21st century American Black ghetto accent. She abuses Picard and strikes him anytime he talks about being the captain of a ship.

    >Computer give me an office in the building as director of the facility. Save program as Riker stress relief 1 and initiate program.

If I recall, it was Roddenbery’s response to some studio exec’s notes about how Star Trek was becoming “too graphic”, and him being a belligerent Irish cop, went “Oh yeah? Watch this!”

it technically was. The episode was meant to lead to the "introduction of The Borg – initially conceptualized as an insectoid species". but they were reimagined

jumpsuits are moronic in all scifi and no one ever has or any point in the future would wear something so ridiculous, uncomfortable, and stupidly impractical

Pockets aren't necessary, as you can clearly see Data carrying various equipment on his belt. The only one who might need them is Crusher, who has them on her coat.

As for the uniform, it's probably not actually made of cloth. A hand phaser on max power can knock the side of a building off, so an armored vest is just pointless weight, but there's almost certainly all sorts of treknobabble protections afforded by the material, whatever it is.

    >thin layer of cloth for uniform
In old pictures you can see people wearing like five layers of clothing where today, a nylon windbreaker does the same thing.
So I'd assume that 400 years from now the material those uniforms are made of would offer significantly more protection than they would appear to.
