Because even bad Hollywood actors are still competent at the basic aspects of acting. Have you ever seen a shitty high school or local theater play where the people truly can't act? Even bad Hollywood actors are almost always much much better than that. If they hired models with no acting skill and put them in movies, the movies would get laughed out of the theater.

All those women you mentioned can actually act at least at some basic level. I don't know about the others, but Sharon Stone is actually a pretty good actress. She did a great job in Basic Instinct and that was just a few years after she had started acting. There is a gulf of difference in skill between the actresses you mentioned and what truly bad acting looks like. Truly bad acting looks like Tommy Wiseau in The Room, where he is incapable of making the audience suspend their disbelief for even a few seconds because his acting is so bad.
Just because some models have enough acting skill to make it as actresses doesn't mean that you could just take the random model and have her act in a movie. Obviously, the models who do make it as actresses are a small subset, a biased sample.

As an analogy, think of it this way: compare a mediocre local rock band that plays in bars to someone who literally has just picked up the guitar for the first time their lives. The mediocre rock band might suck but at least they can play their instruments and sing tolerably and maybe somewhat entertain a crowd. The person who just picked up the guitar cannot do anything with it at all. That's the difference between the average person and even a bad Hollywood actor when it comes to acting.

Don't listen to everyone else. Fact is: Hollywood did use to hire models for acting roles. That's why everyone from the early 90s and back, range from highly attractive to only moderately attractive. And everyone from the 2010s and forward, range from moderately attractive to ugly.
Hollywood gave up on hiring attractive people, because all the casting directors these days are frumpy liberal women and "he/him" feminist men.
The idea that pretty people can't be talented actors is a misconception. There are untalented ugly people, and talented pretty people. There's always a spectrum of talent no matter what level of attractiveness you observe. The thing is: if you're ugly and untalented, then you are shoved into the trash and nobody sees you. Nobody knows who you are. You are not notable. But if you're pretty and untalented, then you can still become a model. You end up becoming notable, but not for you talent. This abundance of notable untalented pretty people creates the illusion that pretty people can't act. But that's only because you haven't see the hundreds of thousands of ugly people who become nobody.
However, now with social media, pretty people realize they don't have to try at all in order to get recognition. So fewer and fewer pretty people are developing skills at all. They just turn on the camera and film their breasts bouncing on the beach and earn a 6 figure income. So the talented pretty people poll is actually shrinking.

He has a point because acting isn't that difficult to do at a reasonable level and several actresses/actors were originally models.
And I should add that Tommy Wiseau in The Room isn't even as bad as acting gets. Like, he at least managed to not look at the camera and other super-basic stuff like that. If you took a person with zero acting experience and had them try to act, most of the time they would do an even worse job than Tommy Wiseau.
